2021年12月29日 | 採訪、撰文:葉盛 投資者對環境、社會及企業管治 ( ESG ) 接納程度日增,為吸引更多新資金流入,各基金公司都表示已把 ESG 因素融入投資流程,但具體執行起來,可能不似基金公司所述般理想。倡導投資者保護的組織 WealthAsia 行政總裁兼金融科技公司 BlueOnion 創辦人鮑婉玲表示,坊間部分基金誇大使用 ESG 準則來管理資產的程度,現有一些 ESG 評級的前瞻性亦不足,削弱了反映公司實際面對 ESG 風險時的處理能力。 鮑婉玲談到目前市場對 ESG 投資的各種問題時稱,在監管要求下,上市公司雖然加強 ESG 數據披露,但普遍純屬「交功課」心態,更有公司會因 ESG 評分低而撤換現有的第三方評分機構,選用其他 ESG 評分供應商。這些都反映上市公司對 ESG 的重視程度有待加強。 歸因市場對ESG標準各異 同時,坊間個別ESG評分供應商的評級準則前瞻性同樣不足,「依照某些評分標準,好多時候都是hindsight(後見之明),向後望一家企業過去數年的ESG表現,不足以代表將來的情況。」 對於上述亂象,鮑婉玲認為,都是源於市場對ESG具體標準莫衷一是,未能充分掌握所致。「大家知道有這件事(ESG),但去到要如何落實,在過去一年間的進步只是很少。」 在機構投資者層面上,鮑婉玲稱,基金經理把ESG因素納入投資框架時,大部分目前仍沿用傳統的「負面排除」方式,只把不符合ESG標準的公司剔出投資範圍,卻忽略與企業就ESG議題定期展開溝通,令ESG融入策略流於表面。 基金可協助企業轉型 長遠而言,機構投資者加強與企業溝通交流,協助改善其ESG不足之處,甚至啟動業務轉型,是更為負責任的方式。 例如,煤炭和石油企業屬高污染、高排放行業,不少基金經理都會減少投資比重,甚至完全撤出相關領域。 不過,鮑婉玲指出,全球有約48%的公司使用化石燃料,要過渡至完全轉用風能等可再生能源,仍需要一段時間,這個情況令基金經理難以短時間完全排除投資於化石燃料公司。更好的方式是積極幫助企業進行業務轉型,過程中亦有望為基金經理帶來潛在回報。 證監會在官網上載一份綠色基金和環境、社會及管治基金列表,顯示獲證監會認可的綠色基金和ESG基金。鮑婉玲表示,相較一般零售基金,列表上的基金被要求披露更多ESG資訊,但她直言都只是「(ESG)水準高少少、道德標準高少少的基金」,投資者不能夠單憑該列表便作為投資ESG基金的準則,「覺得投資了便是代表對社會有影響,未去到這程度。」 由鮑婉玲創辦的BlueOnion,收集各類型研究數據,讓機構投資者檢視不同基金的ESG表現,以及其投資組合中的ESG風險狀況。該平台目前覆蓋多達19萬隻基金,分析基金持股有多大程度符合ESG準則,當中衡量指標包括公司減排目標是否符合控制氣溫上升幅度的目標、是否有投資於具爭議的行業,以及勞工權益問題等不同因素。 鮑婉玲稱,有公司會因ESG評分低而撤換現有的第三方評分機構,反映它們對ESG的重視程度仍待加強。(黃俊耀攝) 原文刊登於 信報財經新聞 – ESG專題 鮑婉玲:基金融入ESG待提升 企業披露如交功課 評級準則乏前瞻
